rear deck vents.....?

I noticed that the paint under my rear deck vents are peeling. I think it is from water sitting in them over the years. I was wondering are they just for show or are they suppose to be functional or have some sort of drainage? To me it looks like a poor design but I would like to hear what others know. Thank You!
