Refinishing insides of wagon wheels

I cleaned my wagon wheels on my daily driven c5 and they were nasty as balls inside. There was all sorts of tar and crap and its visible thru the spokes. I tried to bug and tar remover that stuff but alot of it wouldnt budge. So I tried progressively harsher stuff up to brake cleen and lacquer thinner. But still, theres stuff there. I'd like to refinish the insides of the wheels, probably spray them with durable silver paint. Any suggestions? (I'd love to buy Y2k style aftermarket wheels.....)
 
I remove my wagon wheels from the car every so often and brush with soap and water. not enough room to really clean on the car. I'am going to live with my wheels thou, not as purdy as some but part of the car.
