Rubber strip on splash guard

I was changing the filter on my fuel canister (driver side, engine compartment). To do this, you have to remove a piece of metal that is attached to the frame and has about a foot of weatherstripping attached to it by wire loops. I removed the rubber strip so I could clean and paint the piece of metal. These wire loops look alot like staples. I am wondering what everyone thought was the best way to put the rubber back on. These wire loops/staples are pretty heavy duty and you would need a special tool to be able to close the loops.
Any suggestions?

Yup, they're staples. Make your own replacements from 16-ga. galvanized wire (hardware store item) - cut and form them to match the original staple holes, insert them through the original holes in the seal and the splash shield, and bend the ends over with needlenose pliers.

Found some threads about "splash shields". One recommendation was "Use trim adhesive to glue it down first. Makes it much easier".
I am going to try this as well....thanks for the response.
