Rust on Headers

When I got my car the previous owner had installed a set of headers (I think they are Hedman) on it and never kept up with them. They are not rusted through and do not leak, they just look bad. What's the best way to remove surface rust from them? Also once they are cleaned up how do I keep them rust free?
 
If your just lookig for and inexpensive soultion eastwood products makes a good high temp header paint. Its a silver grey finish. I should hold up a summer or two before you have to recoat it.

You can also check with corvette america or ecklers as they both sell a simular produt as well.
 
I was looking at a 2000 vette with rust on the exhaust headers. Is this common? How does it get so rust? Could it be a sign of flood damage?
 
i just took the old,rusty headwes off of my 1970 crovette, I have no idea what brand they are. I shipped them to jet hot coatings and had them coated in ceramic coating, they look good,(like chrome) and keep most of the heat inside them( less heat under hood)
the only thing they wont do is fix any dents in the headers
it takes about a week for them to do the job and costs about $260
