Seat belt locked up

About half the time I get a passenger in, they have problems getting the seat belt to come out. It seems as though the thing has locked up like it would in a crash and won't let any belt out to put the thing on. I remember this used to happen back in the 70s/80s on a lot of cars when the belt pre-tensioners were new. Haven't had it happen to me until this thing.

When it does release, I have pulled it all the way out and know that it is not folded over. This just has something to do with it locking up periodically. I did see another thread (from 2002) where someone else had this problem but they didn't post a resolution. Just wondering if anybody has ideas. I can pull the thing out and look at it but according to the aforementioned post it may not work when not installed in the car.

Chevrolet issued a safety recall for the seatbelt systems for the 1997 - 2000 Corvettes. The seatbelts tended to tangle and a plastic insert was developed to prevent the tangling and/or jamming.

My 1999 Corvette passenger seatbelt jammed repeatedly, until the recall was performed and the parts installed.

You can talk to your authorized Chevrolet dealer and provide your car's VIN. The GM dealer computer system can quickly determine if your car was ever subject of the recall and work. If not, it will be performed at no charge by the dealer.

The recall involves removing the door sill trim pieces and installing the plastic "guide" on each side to prevent the seatbelt webbing from jamming.
