Seconday fuel pump on a 91???

I accidentally stumbled upon the fuse box under the passenger dash today while replacing the fuse for my cigarette lighter (yay satellite radio), and noticed that i was missing a fuse in the spot labeled FP2, which in the manual corresponds to the secondary fuel pump. Was this something on the LT4's only??? Also, i was wondering if this missing fuse could be related to my surging idles and weak power between above 3,500. But anyway, i grabbed a #10 fuse and tried to stick it in there.. but it doesn’t seem to hold.. Upon further inspection it seems that i am missing the metal contacts inside the fuse box needed to hold the fuse in. Below is a picture that shows two fuses on that box removed. 1 so you can see the metal contacts, and the second (the top one) is the one for the fuel pump. Is this normal, or is my fuse box messed up..And lastly, if indeed the L98 has 2 fuel pumps, do they run simultaneously, or is the second just a fail safe?

 
I believe the second fuel pump was only used on the ZR-1. So no help on the idle problem.
 
Grr... Sucks just having the car sit here for the last month. I've only put about 200 miles on her.. Have to wait till i get the money to have this problem looked at. It's really starting to eat at me.. Anoyne know any good vette mechanics in the NY area?
