Shifter locked out of low?

I can't move my shifter lower than second, it seems like one of my z/28's was like that. Is it normal? Can you cut off a "tab" to access low?

Maybe a stupid question, but my search turned up nothing on the forum lol
 
Low gear

There was a thread within the last few months that indicated the boot restricted the shifter. The cure was to remove the console cover, loosen the boot clamp and reposition the boot rearward.
The console cover comes off by removing the hinged glove box lid then the two screws at the front of the glove box (under the carpet) then the screw under the ash tray/cup holder. The console cover then pulls up and rearward. It helps to have the gear in drive or neutral (shifter out of the way of the cover).
Two 'Be carefuls'
The glove box lid hinge has guide slots to make alignment easy when putting it back on.
The gear shift indicator (a forked thingy) needs to be lined up carefully when replacing the console cover or it won't indicate gear changes.

Thanks for the info, I will pull it apart and have a look. It seems like one of my Z's had to have a piece moved or cut out of the way as well.
