Should EGR vavle hold vacuum

I took my EGR off and used a Mityvac vacuum pump to apply vacuum directly to the valve.I get nothing at all..the pump doesn't pull the diaphragm at all,I know the pump is working because it will hold hard on my finger with no bleed down.I would think that applying vacuum should pull the diaphragm open or am I mistaken?

Replace the EGR,it is Defective!!:upthumbs
