I got my license reminder today, and it says that I need to get a smog check at a test-only station. Now here's the big problem, I think there's a hose off somewhere on the vaccum / emissions system - so I think it's going to fail big time. Also, my cruise control stopped working (vacuum controlled?), and my heater too.
Inside the engine bay, I see the following connector with the end open where another pipe should probably go (see pic). Does anyone know what should connect here, and where I should try and find it (can't see any unconnected hoses in the area).

I think this may be specific to the California emissions control system.

It's not specfic to California vehicles. The item in question is a vacuum damper; it has three connections: One to a vacuum source at the plenum, the other two (if memory serves me well) run to the cruise control and the charcoal canister.
 
Welcome to CACC.

It's attached to the plenum on the passenger side. It runs under the cover and plugs in to the last post. See the pic.
