Help! Spare Tire Carrier

;help I want to dress up my spare tire carrier. I'm not sure if it is aluminum, or fiberglass. Does anyone know? I have a 1980. The exterior looks to have a dull black finish on it now, and the metal support bracket is all rusted. I guessing that the metal bracket needs to be a gloss black.

I took the metal part loose from the fiberglass part by drilling out the rivets. Cleaned the metal part up and painted it black. The fiberglass part was just cleaned up and left the way it came from the factory. Riveted the parts back together. Some people just leave the whole carrier off to get a better look, but then you don't have a spare.

So the carrier is fiberglass.

It looks to be a dull black in color. Is that the color it should be. Also the metal bracket, BLACK???
 
The metal parts should be black. On my '73, the tub and cover were unpainted fiberglass. Sounds like either someone painted yours or maybe the '80s came painted.
