steering wheel column

Just bought a '96 coupe with a tilt steering wheel. When you pull on the wheel, it moves down and to the left. Does it in all positions. is this normal?

Does the tilt lever work?

also, is this a telescopic wheel? slide lock on the column behind the wheel..top side?

The tilt does get damaged from people using the wheel as a hand hold if they are too uncoordinated to master
the Corvette sit-pivot manuver.; or the pivot, exit & rise on one leg.
