tach on 95 is not working

The tach on my 95 6speed has started to read only up to about 2500 rpm's. Then it begins to hover at the same spot as the car continues to accelerate. Can anyone tell me where to look, and what steps to take to solve the problem?

I guess it could be the tach filter, which is located to the left of the distributor. It filters out random electrical spikes, thus preventing damage to the circuit board. Supposedly, you jump across the filter with a wire to test if it is bad, although I cannot vouch for that test having never done it.
