Help! Tachometer problem

Welcome! :w

Just an educated guess here: back in the '80's and '90's a lot of the GM instrument clusters had transitioned to using small motors to drive the needles in the gauge (as opposed to cables before). My father had an '04 Tahoe in which those instrument cluster motors began to fail, and they needed to be replaced. The one on your tachometer may be in the early stages of failure. Sometimes they just go bad; sometimes the designs weren't great to begin with, or they were cheaply made; sometime they get temperamental due to lack of use. In the case of the latter, sometimes more frequent use will keep them operating.
