Vancouver is getting that way. They should have invested in highway infrastructure construction back in the 80's and 90's but nothing major has been added since the 70's. In the meantime, the population has more than doubled. Nowadays, the enviro-nazis scream everytime someone cuts down a tree, the price of real estate grew expotentially and the political will for spending money (ie: raising taxes) isn't there. The anti-car types oppose any kind of highway improvements because they figure the current highway system would be sufficient if everyone would just ride the bus!
The only saving grace is the various levels of government are cooperating because the 2010 Olympics are coming here and the number one issue identified by the International Olympic Committee is transportation. As a result, a number of major construction projects have already started, including massive improvements to the Sea-to-Sky Highway which runs between Whistler and Vancouver. They're preparing to break ground for a new bridge crossing the Frazer River and they're making plans to twin one of the existing bridges.
