this is second regulator

ok, I replaced the regulater for the second time, all new parts, including holley blue pump, and jegs fuel pressure gauge, i tried this gauge on my other car to see if it was acuarate, and it was, however I do have a problem with it sticking at 3psi when pump is shut off, when the pump is turned on it will go to 14 psi, could this be a defective fuel gauge? I noticed that on the bottom corner of my pump there is a screw, could this be some adjustment for the pressure? should I just take a chance on running car setting the regulater at the lowest point< although I have done this and opened the line to see the flow of fuel. and this thing really pumps the fuel out, even when i have the set screw on the regulater almost all the way out. now I am looking to break in a new cam..
