What are the torque specs for shocks on a 78? Thanks For Answers!!

In the Haynes repair manual they tel to tightenthe nut securely and in my assembly manual they tell you to tighten the nuts on the lower side 20newton meters

The upper bolts has to be tighten till the rubber meet the edge of the shims do not exceed this.
