I doubt that the torque specification for the belt tensioner bolt is what JCR is asking about. (Although that information is necessary for the repair that is being contemplated.) The "pull" number measures the tension on the belt itself - too loose, and the belt jumps a cog; too tight, and bearings develop premature wear and the belt will fail prematurely. I would imagine the number and the point of measurement is contained in the factory service manual - another reason to get a copy of the manual if you are going to be servicing the car. You may find that the cost of the measurement tool is non-trivial as well.
