Transmission shifts slow

Need help from some tranny experts please,

I have an 80 Vette, stock 350 L48, stock turbo 350 tranny. During normal acceleration, my transmission doesn't seem to want to shift into 2nd and 3rd. It gets to the point where it should shift, but starts to whine and then shifts about 3 seconds later. I recently replaced the radiator, so I had the cooler lines disconnected, but I checked the fluid level and it seems fine. I'm thinking maybe the vacuum modulator? Let me know what you think. Thanks.

Modulator, yup. Also when checking fluid, make sure car is hot and running in park or neutral.
 
Thanks for the feedback, brusso. Yep, I took it for a 20 minute drive, checked the fluid with car idling in park. It was full. Anybody else have any input?

I figured as much. It's just that we had one poor guy have about a 20 poster and it wound up to be low fluid. Thought I would mention it right off the bat.
 
I totally understand, brusso. I'm glad you replied. I changed the filter yesterday and the modulator. It seems a bit better. I'm starting to think it might be an engine problem, though. It seems to hesitate a little, but it seems to conicide with gear shifts. Ever heard of that? I'm military and just got back from overseas, so the car sat for about three months and I didn't have time to get something in the gas tank to keep it fresh. Although, the fluid that came out when I changed the filter was a bit dark. So, it's a toss-up, I can't decide between engine or trans. ???
 
Check the hoses at the modulator and the intake manifold for vacuum leak. Did it run okay before you switched the modulator? If so, that would be my next check point. Good luck!
 
Try the trans and throttle linkage back by the fire wall,pop up the black piece in the center with a screw driver,mash the gas to the floor without the engine running and
pop the top back in place and then drive it.
 
This may sound stupid but it happened to me once and for the small cost its worth replacing regularly and thats the fuel filter. You wouldn't think it would be related but if you are starving for fuel then you are not making power and it won't shift right.Hey if I'm right great, if not well then I just got you to do something that you should do once a year anyway.
