u380 OBD II "link failure"

hey all. I bought a u380 OBD II, when I plug it up to my car (to the interface under the drivers console pretty much directly centered. and follow the instructions on the reader I get a "link failure". could it be that I just have a crappy reader or something else?

You did turn the key to the "on" position right??

Also check and make sure your cigarette liter works as it powers the OBD2 port.
