AC or a Dehumidifier as a control for humidity?

I have NEVER seen a summer like this one - Humidity is terrible...
I have read some of the threads but am looking for bottom line opinions here for the Mid Atlantic area - Humidity control

And how many seasons would I need to run it?? I Hear about low temp controls but are they needed??
