Question: Vacuum

How much vacuum should I expect to operate my headlights properly?

Some guys have reported operation at around 6-8" or so but were pretty sluggish.

Thanks. I will check my vacuum at different points in the system to get a reading. My problem is that when I turn on the headlight switch, the lights do not pop up. When I assist the driver side up, the passenger side comes up as well. They both go down on their own when I turn the switch off. Any suggestions?

Suggestions? Yes- don't go changing parts willy-nilly. That gets frustrating and expensive. Follow this guide instead:
