I have a 68 with red interior and the top dash pad has faded. Is there any product out there to re dye vinyl. It is in excellent shape other than it has faded over the years.

There is a vinyl paint you can get from pretty much any corvette supplier that should match pretty much perfect.
The key is prep work: lots of cleaning and degreasing as well as a coat of adhesive promoter so it won't flake off

SEM automotive interior dye. Available through some of the better auto parts places and automotive paint suppliers. Shoots like lacquer. Take a piece of your original unfaded red with you and the SEM folks will be able to match the color.

My local AC Delco dealer mixes the interior dye for me. In this case code 425, dark red/oxblood.
