427 big blocks have a belt that goes from the crank pulley directly to the water pump pulley, can anyone explain the need for this as there already is a belt to the water pump. what is the proper way to install this belt ?

Welcome to the CAC,

It was a backup in case the fan/crank/generator belt flew off at high rpm. The water pump would still run. It goes on first. Loosen the water pump pulley bolts enough so that you can tip the top of the pulley forward/down a little then you should be able to slip the belt on and retighten the bolts.
