More than likely it's a stolen ID & scam like you said. It's possible that's a typo on the "BIN" price, but that would have been fixed by now. A seller that has been selling only barbeque grills and accessories to pop in with a super deal like this is highly suspect. If you email the seller to get on his list, then you've opened yourself up to ID theft also. That car would have been gone hours ago if it were legit.

Yes it's a scam. These are all over eBay... usually classic muscle cars. It's a highjacked ID. If you email for pre-approval the slimeball will tell you some song and dance about how the car is in Europe (or elsewhere abroad) and his uncle or father or other relative used to own it and died. Then he'll offer to sell it to you for some ridiculous low price. All you have to do is send the money and he'll ship it right to you!... Not. Or the other trick is that if you are a seller, someone here in the states owes him money and will give you a bank check (forged) for more than the sale price of the car. You can deposit that check and send him the balance less some amount for your trouble. Report it to eBay and they will pull it.

Done, Reported to ebay

I'm only an hour or two away. I could email him and offer to drive out Wednesday and look at it...

Update: I just emailed him
I am very interested. Could I drive out Wednesday and see the car and title in person?

Well actually, you're not. Since it is not his car and he's not in this country. Post the reply you get to your email.

but...but...but...but the nice man said it was 100% legit! Why would he lie??? :eyerole
People aren't really like that, are they, Daddy??

Nice try,

To make a c5 legal in France will take about $1000 dollars or so thats about it. Shipping alot costs what he is asking for "this" c5. I don't get it, why is he so stupid? If he puts it on ebay for 24k dollar he would have more succes then now imo...

This is how we can make this deal happen.
when I left the US I deposited 20000 USD at Ebay.I did this because it is very difficult to deal with
eBayers and make them feel safe when a long distance is involved.
So if anything goes wrong with our deal,even if I doubt it will,you will get a full refund from the deposit I mentioned.
Just let me know if you are interested and i will notify EBAY about our deal and they will contact you with the terms.
Waiting for your e-mail ASAP
Thank you!

My reply back to him:
You get eBay to send me an authorized email detailing the terms as discussed thus far, and I will proceed.

...yeah, proceed to nail this sum***** to the wall on charges of fraud, identity theft, grand theft, and whatever else lies therein...

He replies....hahahah....

Thank you for contacting eBay's Customer Support team!

2001 Chevrolet Corvette us$12,000

Shipping charge us$1,500

Per your request, we have verified all the details of this transaction. We concluded that they are accurate. Please follow our instructions on the original notice to complete the transaction safely.

Complete your eBay transaction in 5 easy steps:

Buyer and seller agree on the transaction terms and a selling price. Seller contacts eBay with the transaction details;

eBay accepts the transaction and offers purchase protection to the buyer (if the transaction is declined, no further action is required from either the buyer or the seller);

The buyer sends payment and the seller receives it. After the payment was received, the seller must notify eBay. Buyer will send the payment details directly to the seller email address. The seller has three business days to send the buyer and eBay the tracking number of the shipment. If no tracking number is provided, a full refund is immediately sent to the buyer;

Buyer receives the merchandise and has five days to inspect it. If it is complete and as described, the buyer should accept the merchandise. If he refuses the merchandise, the buyer must ship the merchandise back to the seller within three business days.

After the inspection period is over, the buyer must contact eBay with the result of the inspection. If the buyer refuses the merchandise, the refund will be sent to the buyer after the tracking number for the returned shipment is verified.

Payment must be sent by: Western Union Money Transfer
Next step to be taken: The buyer must send the payment to the seller

It is recommended to send the payment as soon as possible, because your purchase protection is valid for 30 days only. Sending the payment by any other method of payment will void this transaction and your right to refund.

Payment instructions:
*************************

To submit the payment with Western Union Money Transfer, you have 2 options:

1. Pay for the transfer with cash at a local Western Union agent. Click here to locate the agents in your area http://www.westernunion.com/info/agentInquiryIntl.asp. Go to one of them and send the payment to the verified name of the seller, available to PARIS,FRANCE.

2. If you now are in the USA and need to use a credit/debit card (Visa or MC), call 1-800-CALL-CASH and make the payment to the verified name of the seller. An additional fee will be charged on most cards because this transaction will be considered a cash advance on your card.

Western Union Money Transfer is the only service that has ultimate authentication of the identity of the receiver of funds. Several IDs and utility bills are required before the funds are paid. Therefore, no one else but your seller can pick up the money. Your payments cannot be lost in the mail, like money orders or checks. Sellers from FRANCE are not yet eligible for the PayPal Buyer Protection, which means you are not protected against fraud if you pay this seller by PayPal.

Because the fee to send a Western Union Money Transfer is high, compared to other methods of payment, we have arranged with the seller to compensate for half of this fee (i.e. if it costs you $100 to send the payment, take $50 from the amount insured and send the balance).

Once the payment was sent, email the seller the following information:

1) 10 digit MTCN (Money transfer control number):
2) Exact sender's name on file with Western Union:
3) Your street address on file with Western Union:
4) City and country where you sent the money from:
5) Amount sent:

Then wait for the confirmation the payment was received. Within 3 business days, you will receive the tracking number for your merchandise.

Purchase protection and refund:
************************************

Currently, this seller has a US$ 20,000.00 deposit in an eBay managed purchase protection account. Transactions with this eBay seller are covered by purchase protection against fraud and description errors. For your safety, this account was locked today, for 30 days time period. The seller is unable to withdraw any money from it, within this period.

Should you need a refund for this transaction, the insured amount will be taken from the seller's purchase protection account and sent to you. The refund is sent to your bank account, or by check or money order. The way you are refunded is at your choice. You have 30 days from the above verification date to request a refund. Refund requests are processed within 3 days.

The insurer of this transaction is eBay Inc., located at 2145 Hamilton Avenue, San Jose, CA 95125, United States of America.

The account is managed by eBay's SquareTrade center. This transaction is supervised by eBay's SafeHarbor team.

****************** CONDITIONS TO BE MET BEFORE YOU MAY ASK FOR A REFUND *****************

Here are the situations suitable for a refund request:

1) If the item doesn't arrive and/or the seller stops communications after the payment was received;

2) If the merchandise you receive has different specifications than the ones you agreed on;

3) If your merchandise arrives in a much longer period than the one you agreed on (more than 15 days from the payment clearance day);

For cases 2) and 3) you have to send back the merchandise to the seller prior to ask for your refund. If you did not pay the seller by payment method required by us, your refund request will be declined.

Important Usage Guidelines:
********************************

1. The contact information should only be used for resolving matters related to eBay. Any other use is strictly prohibited.
2. This transaction is protected by eBay services such as insurance, feedback and dispute resolution.
3. You may buy and sell with confidence in all transactions with this eBay member.

DISCLAIMER: Do not pay with a cash transfer for a transaction eBay never insured. Never use Western Union Money Transfer or MoneyGram to pay a seller which credibility and payment address was not verified by us. You are most likely to lose your money and never receive the merchandise you paid for. If a seller requires a cash transfer and you don't have this kind of purchase protection, please do not participate.

...yeah, payment pending, my a$$! I have contacted ebay SafeHarbor about the seller. I'm kicking around sending the emails (I have them all) over to the FBI since some of thier guys enjoy these things...cybercrimes...oooohhhh...

...I especially liked how the 'seller' left in that last piece at the bottom about not using Western Union, after advising me to use Western Union... :eyerole

Marketplace Safety Tips

A Message from Western Union®

Western Union cares about consumers...
That's why we don't recommend that you use a money transfer service to pay for online auction purchases. Money transfer services are fast, easy and convenient ways to send funds to people you know. They are not designated to be a payment vehicle when doing business with a stranger.

Be cautious if a seller tells you that he or she will only accept money transfer as a payment method. Most legitimate sellers will accept more than one form of payment. Be suspicious if a seller tells you how to "safeguard" your purchase by putting a money transfer transaction in the name of a friend or loved one, or how to establish a "test question." These actions will not protect you from a fraudulent seller.

For those in the United States, we offer the Western Union Auction Payments service (formerly BidPay) at www.auctionpayments.com -- an online service specifically designed to facilitate payments for Internet auction purchases. Remember, however, that Western Union never acts as a guarantor of an auction buyer or seller's performance.

Western Union urges you to protect yourself from consumer fraud. We care about you and know you work hard for your money. That's why we're working to educate consumers about this important issue.

Have they responded to your filing???
No, nor do I expect them to. Like eBay, they rarely ever reply back with what they are doing, if anything. They will only contact me if they need more info. All i can do is know that I submitted a complaint to both eBay and the FBI/whatever.

eBay did reply back, but only with a standard issue form letter. Nothing pertinent really to anything specific I told them.
