Yes. They are T-top locks. I have something similar.

So I would slide them over my locks for the T tops and lock with with the door key. Nice and thanks Russ

They were aftermarket accessories. I doubt that your door key fits them. I had some that looked just like those on the wife's '77 T/A Special Edition. We never let the Corvette flags bother us. The ones I have on the '81 are different but both sets had their own special keys. Do you happen to have a smaller round head key with your car that you don't know what it fits?
