What are these on the underside of the rear bumper bar?
Not my '80 but mine has them too, there are two of them on the underside of the rear bumper bar. They must be there for a reason.

Yes - Those were designed for a conventional tow timber.
AIM UPC 14L - P/N 14028582 - Rear Tow Bracket.
Early cars were recalled to add these. The later cars got them installed at factory. Prevents damage from tow slings when used with towing timber
