What is this

I noticed on my 69 that there is a place for something that the previous owner must have removed. It is in the engine compartment, drivers side, just below the master cylinder. It connects up to the steering column linkage going to the steering box. There is lever attached to a spring. What should be connected to this, is it some sort of anti theft?

Sounds like the reverse lock out that prevents removing the ignition key unless the transmission is in reverse or conversely prevents taking the transmission out of reverse unless the key has unlocked the column . Your AIM will show all the details.
