Wheel problem

I have the polished alum. wheels. On the inside surface there is what appears to be lint that looks like it was sealed in with clear coat. I tried various cleaners and nothing seems to work. I am tempted to take a very fine sanding cloth to remove the debris and then re apply some clear coat. Has anyone had the same problem? If so, how did you resolve it? ;help :pat

I had the same problem. It is rust.
The dealer said to me it was due to the brake pad dust.
I changed the 4 wheels.
Now I kleen them very often with water and a sponge and it is enough to have great wheels.
I don't use any more those products very acid specialy made for wheels.
 
I guess my situation is a bit different, the embedded particles are like white treads from a cloth. I tried to scrape them with my fingernail but they are sealed in the clear coat. Mine are definetely NOT rust. The rest of the wheel is very nice. (The car only has 8K miles.) But thanks for the comment.
BTW, the new wheel cleaner from Eagle is non acid and does a great job on brake dust without harming the metal.
