Wheel Well Question

I decided to clean the wheel wells that are attached to the clamshell and not wanting to risk getting water everywhere, I took them off. However, I noticed some sort of glue or epoxy or something on the holes where the screws went in. Does anyone 1) know what the stuff is; 2) do I need to replace it and if so; 3) where can I get some more of it?

Both my 87 and 92 did not have any sort of material between the screw head and the hood wheelwells. There were some strips of a foam gasket type material on the forward (headlamp end ) end of the wheelwell but it was probably more for anti-squeak than sealing.

Maybe somebody tried to seal up the gaps to keep water out? I've never had any issues with water going thru the screw holes and onto the underside of the hood.
