Where do I get GM "special tools"

Does anyone know how or where to obtain "special tools" listed in the repair manual? I know a lot of them you can use other tools, but in some cases it is not so simple. I need a J 42640 "steering column locking pin". Cant find any such beast in any tool store or on internet. Does GM sell special tools? or do they only make them available to just dealer mechanics?
Are there any companies that make replicas of various "special tools" listed in the GM repair manual?

I would say that they make them available only to licensed shops. C4C5 Specialist would be able to answer this question for you.

You can buy them all day long from the dealer.Some of them are available from the Mac tools salesman or the Snap on man.

The used the sell them online, but now you must call. Just look up the "J" part number you need in a service manual, and they will be happy to sell it to you
