Hi C5ers-
The 04 Service Manual in Sec 11 has a wiring diagram in the assessories section. This diagram shows a blunt-cut, accessory device power connection that is said to be taped to the "IP harness".

Actually, this accessory harness has been typical of Corvettes since the late 80s.

It consists of an orange wire (always hot), a yellow wire (hot in acc. or on) and a ground.

Does anyone know precisely where this tied off connection is located?

Here is where I found mine:
Remove the toe board panel in the passenger's side footwell. Look near the upper left hand corner of the BCM box and you should find the wires you're looking for. They're kind of tucked in with some of the other wiring.
Mine were taped together with black tape. Once you remove the tape, there is a male/female plug you can unplug in order to take the wires out to hook up whatever your installing and when you're ready you can just plug the two connectors back together. I used mine for my V1. HTH
