Why did GM only do have of the hood with weatherstripping ?!?!

I have a 1970 and the hood weatherstripping goes only half way around under the hood. I think the hood would close if it went all the way...why did they do it only half way ? Any ideas ? ITs always made me wonder. Thanks,
