Wiper Door problems

I can't remember when the vacuum system on my car has ever worked properly and it's getting to be extremely frustrating. My wiper door pops open when the car is shut off and when I start it it closes, but only after 30 sec or there abouts. I'm thinking it may be related to the wiper door actuator relay, if I'm headed in the right direction please let me kmow.
