not another headlight motor problem

1984 headlights come up and then a a second or two, they seem to try to still go up the lights look to dim and can hear a slight humming. have replaced the gears, they were stripped. could it be bad relay?i have changed the relays but they were used, could be bad. how do the lights know when to stop ? a limit switch in the headlight motor?any suggestion or thoughts ?

There is a limit switch on the end of the armature that is supposed to load up and cut off the relay

This information is from the 86 Corvette Shop Manual

if limit switch is gone can it be fixed or this is why motors are rebuilt? thanks for input should have asked months ago before removing dashboard to get a suspect light switch.
