Is there a "specific" tool designed for the removal of the "boot" wires that lead directly to the Opti Spark?

Not specifically for the LT1, these can help for some wires but as you have learned access on the LT1 is very poor so Junk's tool suggestion may be the best.:L

Spark Plug Pliers
I have 2-3 sets of them, there worthless on most engines!! There good for finding a missing cylinder while the engine is running, outside of the occasional stream of U-Ryann running down your leg!!:L:L:L
I don't understand all the flap about plug wires on LT1 and LT4's,they can be replaced without removing anything except the Lt Center and Rear Splash Shield, unless you don't want to get a little grease on your right arm up to your arm pit!!!:D:D:D

Try changing them on a C3 SB where there are 4-5 shrouds and the front 2 on each side run between the block and motor mounts!!:boogie:boogie:boogie

I don't suppose you have a picture of that too? Video demonstration would be even better! :beer
