Sounds like it could be a VATS issue. Clean the key well with alcohol. Wait 10 minutes from the last time you turned the key and see what happens. If no improvement, try your spare key. Most times, cleaning the key works.

Call him back and ask if a governor could cause this problem. If he says no, run away from this shop.

Be sure he replaces the governor gear during the overhaul. If the car is not shifting out of first, and it has sufficent line pressure (from the tv system, this trans has no kickdown cable). Governor valve (sticking) or gear stripping is a common problem on any 700r4 that sits alot. Hopefully...

You are in a tough situation with the retrofit of an earlier year. The valvebody, and seperator plate, and internal wiring harness are unique. Matter of fact, the 5 pin external connector and external wiring are unique as well. My advice is to locate an 88-93 core, and re-install the valve body...
