Sadly, the only changes since at least the '80s is the calendar. This is not unique to GM as I experienced the same with a new [venerable] Subaru Outback we bought new, then sold back under the lemon law.

I am still a fan of using a vacuum gauge as a basic troubleshooting tool (old school). Much of the engine is electrically controlled, vacuum operated so all those old rubber hoses..... well, you know. The ECM not knoweth all, as you surmise. Unmetered air will cause a variable idle as the ECM...
Early '85 fans were not controlled by the ECM, ala the '84s. The relay is identical to the O/D and FP relays for swapping/testing. I have seen sticky contacts not allowing a relay to open (had hook-shapes on the contacts, which a light filing removed).

The base product is not what we purchase, however. The added-to product is, so the amount and effectiveness of that blend is what changes. Even so, the fuels are regional and seasonal.

Thanks, Roy. I got it. I am using that (the first switch I bought) as intended, on the F100's Vette driveline and will wire it so the fan (C4) runs when the A/C clutch is activated. :w
