Are you sure the steering box is centered (lock to lock) when the valve is centering the front wheels to be straight ahead? I have heard of some problems with a steering box that is not centered.
IMO the first thing to do is pull the clip that holds the slow motor and make sure the lamp assembly flops back and forth with no resistance.
If it does, the motor needs work. If not, try spraying silicone lube onto the pivot shaft (use the long thin tube on the nozzle) to see if you can lube...
