Maybe my description of the issue is a bit off. THe feeling is more like a POP when you turn. It only does it when turned off center.
Any ideas ? Surely someone has experienced this before

I had a gouge or cut or whatever on the front bumper of mine. The cut had a lip of sorts that had to be trimmed with a razor blade.
I then sanded the area down ( ONLY the cut and not he surrounding paint).
I primered it 3 times to build up the cut a bit.
Sanded again.
Painted with touch...
Try Ammonia to remove the initial smell. It works well on carpets.

Ive used WD 40 many many times to remove stickers on used cars. Go SLOW and do it in 1\2 inch sections as that is about as far as the wd 40 seeps under the sticker. IF possible peel the edge up on top, spray it and let it set a few minutes.

My advice is to get a field service manual and start going through each ""system" Brakes, cooling, engine etc. I would go to the local parts store if possible and have them pull the error codes from the computer.

I would check fuel pressure first as mentioned earlier. My '95 LT-1 runs at 40 PSI at idle.
If the fuel is not an issue, check the coil and coil wire for green crusty
connections.
Your description of " shut off immediately" tends to make me lean towards a spark issue.

If nothing else works and you just can’t seem to get them balanced...
Check and make sure the guy changing the original tires at the first shop did not bend them while trying to remove the old tires or mount the new one.
IF he did, it will be on the backside most likely with gouge marks...
I think your flywheel may need rebalancing to match the original balance of the dual mass flywheel.
The prices quoted are very close to cost. Your buddy was not trying to rip you off I don't think.
I would contact the manufacturer of the flywheel and check with them.
