Is he trying to remove the bolt and replace it? If so, he will need the following:
Sawzall
Long blade
Patience
He will have to cut through the pivot bolt on either side of the trailing arm with the tip of the zawzall blade. Once this happens, everything will fall out.

This sounds to me like your power steering assist is shot, or your power assist mounting bushings are shot. This is the thing that looks like a shock absorber attached to your tie rod links. Check it out... the mount is on the drivers side to the chasis.

It's on the engine side of the Firewall on the passenger side, right on top. It's a plastic housing (tan/orangy in color) with wires running up to the back of it, and if your's is still intact, it has a relay plugged into the front of it.
It could be your neutral saftey switch... Or it could be your seatbelt saftey relay. That's the weird looking relay center mounted to the top of the firewall infront of the passenger. Give those connections a good cleaning and ensure nothing is rotten out.

As much as I love the RAT, they weigh a ton! In my eyes, the LS motor poud for pound the most powerful and efficient on the market. I'd be taking the LS7 crate motor, and I would drop it in something sinister ala a mallet prepared Solstice or something similar... very light.
You can carb the LS1!!! No need for electronics there!

Not to go off topic here, but I have an Edlebrock 750 (1407 to be exact). Never had any trouble with it at all. There are only two adjustments you can really make other than setting the idle mixture: Meetering rods, and jet size.
