Inspection.....
I replaced my CAT with one from NAPA for around $170.00 and did the labor myself.
Replacing the cat, doing a tuneup, adjusting timing, creating a vacuume leak and adding RXP to the gas helped my 84 pass North Carolina State inspection.

CFI Problems
I had this problem on my 84.
found that the three wire connector on the distributor had come loose. Reseated the connector and it started right up.
Sounds simple, but it's worth a check.

Vacuume lines?
I wasn't aware that there were vacuume lines attached to the climate controls.
No wonder my controls don't work. I'll bet the previous owner yanked em out for good measure.
Are there multiple lines going to a vacuume manifold of some sort?

Pipes Cleaned

Your right, it's probably an obstruction somewhere.
You know how it is, as your vette gets older it doesn't get it's pipes cleaned as often as it use to.

Vacuume Plumming?
All unused vac lines are plugged.
EGR not hooked up yet.
Air Cleaner not hooked to vac.. Last time I tried, I could bearly get out of the driveway without stalling.
Where is the inline fuel filter?
Pump is putting out more than 15 psi, so it should be working well.

Could be I guess, but I replaced that when I replaced the cap, rotor & coil. I might have generated this code when I disconnected the infamous brown wire to set the timing. Happened at the same time.

Dist terminal lugs
Relpacing them is probably a good Idea.
The last time I checked mine, they were starting to disintegrate.

For a short while, it was listing a 42 error, then it went away.
now no codes at all.
Engine still won't take full throttle without nosing over.
I can gradually increase throttle and get up to highway speeds without much of a problem. It just won't respond when I put my foot in it...

I've just recently replaced a carbuerated intake on my 84 with a crossfire.

Not running well
Idle seems fine.
When I depress the throttle quickly, the engine bogs. If I slowly increase the throttle it reacts ok.
When the tranny shifts from 1st to second, it also bogs. (automatic)
I set the timing several weeks ago, but it needs to be checked again.
