Try pulling up as you loosen to help keep the from spinning on you. Worse case I would break the knobs right off, then replace them. The air box is more expensive than the knobs.

Anyone prior to your ownership could have bought a replacement insturment cluster with different milege from a salvage yard or Ebay and installed it themselves at home. You would never know and there would be no documentation of it anywhere.

The problem you describe is indicative of an intermittent VATS (Vehicle Anti Theft System) issue. It's very common.
A good way to fix this issue is to first get a hold of an 86 GM Shop Manual and a digital multi meter. Once you have that, you'll find there are excellent troubleshooting charts...
Crossfire manufacturing went out of business from what I remember when I was looking for such a cap. Try calling the number. Doesn't work. I pesonally contacted the Mr. Madson himself about where to get a Madson cap. He told me he sold the business and they no longer make them.
You can pick up an exact replacement check valve at Kragen, Checkers, or what ever it's called in your town. It's hanging on the isle that has the "Help" brand of misc. vaccum fittings, rubber grommets, ect. Cost .75 cents.

The light should not be coming back on after it turns off when you start the car. You got a problem in the ABS system.
When you start the car, and roll up to 4MPH with your foot on the brake pedal, you should hear the ABS Pump/Modulator Valve prime, and feel the brake pedal pulsate at the same...
Your talking about the long tube collector gasket right?
That upper bolt is just simply a PITA. What I do is get a combination end wrench on the nut that is towards the rear of the car by feel, then use an extension and a flex joint to loosen the other end of it. The combo wrench automaticaly...

The way to check the PCV Valve (on valve cover), is to pull it out of the grommet and place your finger on the bottom of it when you have the motor running. It should apply vaccum to your finger. Also when you shake it, you should hear the internal valve rattle around meaning it is not stuck.
