I have not experienced your issue, but it could be that the charcoal canister has been saturated with fuel from over filling the tanks when filling up, always stop after the first click.
Lots of moons have passed since I worked on that vintage a vehicle, but I believe that is proper function.
Can you post a picture of your HVAC control faceplate with all the modes and blower speeds?
It's possible that the pin connector for the blower motor, where it comes through the metal base, was touching the body of the blower motor with the harness connected.
Holy hell, absolutely no scotch locks. Ever.
You should use a 30A rated relay to power your water pump. Solder and heat shrink all wire connectors or use quality tape and pull it tight.
Do not cut corners on wiring.
