Ended up pulling them as a pair, and glad I did. For some reason, the transmission and engine were VERY tough to separate after they were out. Required a ton of twisting and shaking the transmission before it finally came free from the engine.

I would try disconnecting the "harmonica" connector at the bottom of your steering column above the pedals. It's a long, electrical plug that connects your turn signal switch to the cars' main harness.

My bet would be on the actuator. Default position is up when it loses vacuum. Try using some longer lengths of line to swap actuators with the other headlight assembly to see if the problem goes to the other headlight ass'y.
