From your description on your bright lights, I would consider the foot switch. Bypass it to verify.
For your dash illumination lamps, check the fuse first.

I'm not real clear on your reference to "copper-nicol pipes." Copper walled brake lines don't belong on any car. They won't hold up to the brake...

I just skimmed thru some of the info there, and it looks legit to me. Good place to start is the history. Learn that in the C3 line, the first model in '68 is what's known as a 'one-off' year.

Being this is not a stock factory app. I would measure from hole to hole with throttle closed. Head to local auto parts and have them size you up from there. I would first choose one that's about 3/4 - 1 inch shorter. You may have to try several to find one that fits the feel and duty. Try it...

Your (carb) throttle return spring (on the left side in the pic posted) doesn't look too healthy. I suggest a replacement that seats deeper in the holes. Try and find one that's longer than what you have. They shouldn't be stretched out like that.

You could reverse the carb dual inlet fuel line, but the naked end finish would still require a rubber hose to connect. If you do, make sure it at least has a hose barb.

On the primary side (front) of carb is where an elevated rectangular housing exists with a choke blade. Such as this: http://www.holley.com/data/types/pictures/DblPmprCarbs_IntoZOOM.jpg
Some people remove the choke horn on their Holley's for improved air flow/performance. Sometimes grinding it...
Not the clearest pic. Simple observations:
Small block Chevy engine. Aftermkt valve covers, intake manifold and thermostat hsg.
Carb looks to be Holley 4150 series with the choke horn ground off.

Vettehead Mikey explained the idle stop solenoid operation, which leads to the very basic and first thing that should be checked when you have engine run-on (dieseling). And that's the base idle on the engine. If it's too high, run-on can occur.
