I bought this one on ebay but I haven't rec'd it yet so I can't give you a report.

I just got this email from the seller along with some photos. Its all Greek to me but hopefully my husband will have no problem deciphering it. I already have the exhaust off and the whole dash is apart so not much of an issue I hope.
1978-1982 Corvette :
Access to the antenna motor is from the outside, you may need to lower the rear part of your exhaust in order to provide more working room up in the antenna compartment
Yours is one of the simpler installs but with extremely tight working space :
New Antenna Red Wire = Car White Wire (12v Constant)
New Antenna White Wire = Car Green Wire (12v Radio On, 0v Radio OFF) New
Antenna Black = Car Gray (Ground, No Current)
(See PS Note Below as well)
**Be Sure to Disconnect the Car Battery Prior to Cutting and splicing**.
The Antenna Lines (thicker black (or gray)) will plug directly together, the lines may need to be bridged with the supplied female to female motorola adapter or, you may need to convert the new or car line to female motorola with the Supplied Motorola Female Retermination Kit
Car Line Terminated Female Motorola = Will Mate Perfectly With New Line Male Motorola
Car Line Terminated Male Motorola = Convert NEW Line Male to Female With Conversion Kit
Car Line Terminated Anything Else = Convert CAR Line to Female Motorola With Conversion Kit
Use a combination of old and new mounting pieces for the best physical fit
(10-15 minutes to come up with the best combination) If your car was ever
repainted, using your "old mounting base" with the "new black cylinder
insert" and "new mounting nut" may work the best.
Typical Above Fender Set Up : New Mounting Nut / New Cylinder Insert (Yes
with New Base, Maybe with Old Base / New or Old Mounting Base / New Or Old
Rubber seal
Typical Below Fender Set Up (Shaft of Antenna, Bottom Up) Appropriate
Silver Ridged Spacer(s) (these adjust how much of the shaft is allowed to
protrude through the fender) / Concave Washer Swivel Base / Brass Color
Under Fender Swivel Securing Plate
If using the cylinder insert, be sure to line its flat sides up to fit
through the brass color below fender swivel securing plate perfectly
before finger tightening securely to your fender (See Fullexample Picture
for a visual of the cylinder insert and how it is used)
Use the Straight Bracket (bent/cut as needed) to link the new motor
mounting stud to the existing mounting hole/slot.
Dont forget to attach your old drain tube to the new unit!
Shouldnt take you much more than 1 hour start to finish!

PS :
About 30% of the time, I find that the Car White Wire goes 0v when the
radio is turned on.
If this is the case for you :
The absolute easiest remedy is to run a wire directly from the New Antenna
Red Wire to the Car Battery behind your seat
Use the supplied in-line fuse about 6" from the (+) battery post, *make
sure the unit is fully connected and grounded first...make sure that
any/all splices are capped/taped/covered (ie : no exposed wires) before
attaching the wire to the post (Add 10 minutes)
Another fix is to Jump the Car White Wire around the Car Antenna Relay,
Bypassing the relay. (dont know why you would want to get into this but,
folks have........)
The 2040 has an internal relay so the car antenna relay is not needed at all.
The Car Antenna Relay is usually underdash or under your "glovebox"
(making it a pain to get to so....running a 3-4 foot wire that is easy to
hide just makes sense......)
The Car Green Wire is ALWAYS the New Antenna White Wire Connection and
there is no variant ever involved.

Ron, that no. is for the aluminum housing 78-early79 antenna. With the mounting brackets it could be made to work for an 81 but the fender bezel is all wrong and won't look right. Plus you'd have to come up with the brackets. It doesn't have the chrome bezel at the fender that attaches the antenna, simply a plastic trim piece for the hole in the fender.
I'd hold out for a correct one.
But if it's NOS and cheap, buy it to resell. These commonly go for over $250 on ebay. I have one in a box to someday sell, myself.
As mentioned by others, several of the vendors sell a direct boltin/wirein for the later C3s.(but not the one Oceangal has)
