Help! 1981 Check engine light and ECM no power

I have read the posts about check engine light on 1981 Corvette. I purchased one with 27 K miles that had sat for years. I had a check engine light come on. I checked the O sensor and a wire was broken so I replaced it. Disconeccted the neg battery cable and light still comes on. Pulled the ashtray and checked the computer and no signal at all. Checked the fuse block and the ECM fuse was missing. Replaced that and the llight still comes on and still on power to the plug in under the ashtray to check codes. Any thoughts David
 
So the check engine light is burning with no negative cable what so ever connected to the battery?
First thing that comes to mind is if the light isn't shorting out by something behind the center console?
Second thing could be is if your ECM is toast (would proof why the fuse was removed). Do you still have the E4ME carb?
