Help! 1984 C4 Wiper Motor issue

I have a 1984 C4. The car is almost perfect except for the wipers and the windshield washer not working. Let me be a little more clear. The wipers work on the low and high settings They do not work on the delay setting. I have replaced the wiper motor, the board and the switch. I have cleaned the connections and tapped on the motor and the control board and it still will not work in the delay setting. When It push the switch to wash the windshield the wipers come on but the pump is not activated. I have not done any testing of the washer pump. Any suggestions would be greatly appreciated. Was thinking if the washer pump is bad it would disable the delay function. If anyone has any testing procedures or maybe a schematic. Thanks again.
