Worn out seal in the rack. Time for a replacement. It just as cost effective to replace the rack with a rebuilt exchange as it is to rebuild yours and have no warranty. The swap is a bit over $200 for the rack. The rest is just time and work. Shops will ding ya good for this one or you can get it on jack stands with a buddy and do it in a day at home. Follow FSM proceedure and its not bad...

You have to pull the rack to rebuild it, so why not go ahead and replace it..? The aggrevation of rebuilding and having it still leak is worth every penny spent on a replacement.

You can delay this project with a full bottle of LUCAS rack & pinion sealer and stop leak. This is the ONLY product of its kind that I have ever seen that actually WORKS. $10 a small bottle.
 
Boomdriver, beat me too it but yes, it sounds like you need a new rack and pinion. Poke a hole in the bellows and if fluid comes out this confirms bad rack seal, time for a new one.

I never fully appreciated the value and importance of those boots until dealing with this rack...before then it was various CV jointed front wheel drive cars that held grease in but not so much dust and dirt OUT...
thats the deal...keeping the grit and grime off the shaft seal so it does not get worn away with each movement of the rack.
