Help! 1986 corvette flooding

1986 corvette seams to be flooding. When you try to start it pulled all the plugs out and they are wet. It will start but runs real bad. Could it be the Cold start valve assembly
 
Leaking injectors??? On my 1988, the engine was hard to start during hot soak conditions. Plugs would be wet with gasoline. I tested/measured the fuel pressure as per service manual and could watch the rail pressure drop faster than they should with the engine off. If you don't have a pressure gauge, they are worth owning and not that expensive.
 
Additional info... The cold start injector was not replaced, just the 8 cylinder injectors. On my 1989, GM eliminated the cold start injector.
